Welcome to the community!
From the top right of your screen, select Settings ( ) > Products. Under Jira Service Management, select Customer access. Select Allow customers to create accounts. Select Customers can access and send requests from the portal without logging in.

You can directly invite the user to join your site:
For Jira Service Management, you want to choose Customer as a product role.
When this is done, you need to give them the access to the project as customers.
To do this:
Add the new user to the Service Desk Customers role.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
