I need to give the team leads custom report creation rights so they can create reports relevant to their teams & requirements.

we are using Service Desk.

Are the team leads agents? I believe that they must be an agent or an admin to modify a report in the Reports section of a JSD project. If the team leads are not agents and if you are using JSW in conjunction with JSD they of course can create a dashboard and create various reports via gadgets.
