failed healthcheck on collation

new installation of win2016 server standart, system location - Russia
sd distrib - atlassian-servicedesk-4.7.1-x64.exe
postgres - postgresql-11.7-1-windows-x64
jiradb:
encoding - utf8
collation - c
character type - c
setup succes, but after login to jira:
Exception during health check invocation java.lang.RuntimeException: Error Checking Collation with query:SELECT DISTINCT coalesce(collation_name,'DEFAULT') collation_name FROM information_schema.columns WHERE table_schema = current_schema()
and gets unknown error when try to create a project
