No. You'll need an e-mail account so that Jira can check the e-mail and parse that information into a ticket. Without an e-mail account, there isn't a location to find the e-mails to parse.
If you are planning to Move to cloud, an account will be automatically created for you to use, so you don't have to set an e-mail server up and integrate.
