As suggested by @Fabio Racobaldo _Catworkx_ , the best option is to contact Atlassian Support team and they can access the backend system logs to determine the possible cause of your issues. Another thing you can also look into is to determine if the person in the zain organization if their organization have any restriction which is blocking the email notification from JSM to be processed. On the other hand, it could also be caused of the person has setup some filtering rules in hi/her email clients that have filtered the notifications to some other locations.
