if yes, where did you insert the css file ?
@Marine Tm If you are using cloud there is no way to do this and you would need to use an app like refined.
If you are on server you and are a Jira Administrator you can add it to the announcement banner.

I have already tryied with the annoucement banner but it customize just the welcome page of Jira.
