Thank you for getting in touch with Atlassian Community!
I've checked the settings on an SD project on a test instance and this text does not appear on any page to edit. This text shows the necessary information for the customer to check information about the ticket.
Just for us to better understand, can you please let us know why do you need to edit this information? Then we can raise a feature request suggesting the ability to edit this text.

Hi Andrey,

I've tested here and it gets translated normally when the language is added to the project and also the browser has a default language. I've tested adding Portuguese and using Firefox in Portuguese too.

Please, go to the Project settings > Language support > Add translations > Russian > Check the "Visible to customers" option and confirm the translations. The translations that must be confirmed will show a yellow dot.

Then if you open the customer portal using a browser that is in Russian and open a ticket, the message will show in Russian.

Please, give it a try and let us know how it goes.
