Normally user is able to setup user profile such as title and department on their own credential. However, Jira admin want to setup these two fields on behalf of user to standardize user profile and minimize number of fields that user has to input.
In Jira, an administrator cannot fully set up or modify a user's profile on their behalf, as user profile management (like changing email addresses, updating names, or setting avatars) is typically managed by the users themselves. However, Jira admins do have control over user account settings related to roles, permissions, groups, and projects.

Hello @Jedsada Rangsethienchai ~ I know that ScriptRunner has a "Switch to a different user" built-in script that would work but I believe it's only available for Data Center and not Cloud. Have you looked into maybe pulling in attributes from your Identity Federation process?
