When a service desk ticket is created and assigned to an organization, all users associated with the organization are notified of the ticket comments. Is there a setting to only include the request participants and reporter?

There is a global configuration to share with the organization automatically and a customer notification for it.
You can tune the customer notifications in your project using this doc as reference https://support.atlassian.com/jira-service-management-cloud/docs/edit-the-content-of-your-customer-notifications/
To change the global notification go to yoursite.atlassian.net/jira/settings/products/jira-service-management-configuration
