Why object type managers can't set jira users to object attributes?

Hi friends,

In 9.0.2 version of Insight, someone in manager role of an object type can't set jira users to that object type's attributes in either creation or editing. They can create new attributes and also delete objects but can't set a jira user to an attribute.

If I give them object scheme manager permission, they can set users to attributes while creating or editing objects. But this time they can do everything in the object scheme like creating new object types or configuring other object types.

I think there must be another configuration. Because a manager of an object type should do everything on object type level. To set a jira user to an attribute mustn't require object scheme manager role permission.

Do you know something like *Browse Users* permission in Insight?
