Why does the login page say "You've been disconnected from the internet..."?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
We had a user run into this error yesterday. He had to have been connected to the internet to even reach the service desk. Does anyone know what prompts this error?
I found a somewhat similar issue on this community here, but it seems slightly different. Has anyone else run into this?
