Why do request participants disappear when I place them in new and previously created JIRAs? This is happening to me with all my help desk agents when giving attention to the Jira on a day-to-day basis and the problem started on January 20, 2025.
If the ticket is tagged an Organization the user needs to be part of that organization to be added. I found when adding the user to the organization this fixed the issue.

Just to see if we're on the same page, when you add participants to the request participants field on issues they are disappearing? If so I think who or what is removing them should be recorded in the history tab under Activity.

Check to make sure the user in question is a customer of the project. I had the same issue happen when a user I was trying to add was not a customer. Immediately removed and nothing logged under ticket history.
