Welcome to the community.  Site Admin (I am assuming that is what you are referring to "System Admin") should be able to create project by default, even though project creation is a job for Jira Admin.

In regards to the error message you got, you need to contact Atlassian Support (https://support.atlassian.com), so they can look into the logs on the backend to see why the operation failed.  There are time where anything (i.e. network glitches) can interrupt the process, but Atlassian Support team will be able to provide you with the actual root cause.
