While performing the Export and import of the issues from one instance to another i am getting error which the user is not available Ashok kumar but both the insatnces has the same user and he has the same kind of Roles.

Note the users that do not have valid email addresses as shown on the project import screen.
Solution:
It is described in https://confluence.atlassian.com/jirakb/project-import-fails-due-to-no-email-address-when-creating-users-1047550244.html
As your import is already completed, you can try creating this user manually and then adding to required projects and assignee field.
