Where to add Stakeholders in Jira Service Management

I'm attempting to add a customer (not agent) as an available stakeholder for inbound incidents but when I attempt to access to portion of Opsgenie that defines who is or isn't a stakeholder it says the site is deprecated and no longer available.

I knew OpsGenies was getting baked into JSM but piece/parts still exist which is probably most of my issue(s).  I attempted to create a group for stakeholders in the directory as the documentation suggested and received the "Oops, something went wrong" message.  I guess I'll try again tomorrow.
