When submitting comments, Jira converts Client comments to Internal comments in some cases.

When submitting an Client comment, Jira will in some cases convert the comment to internal, which makes the client unable to view the ticket. There are also some cases where the comment is left as a client comment, but the client does not receive the notification. 

This is not an issue with the configuration as far as I can tell, as most of the time there aren't any issues. It only occurs in random cases.
