This problem started in the last month or so. Before that I never had an issue. When I send the re-invite it works. I am just trying to figure out why this just started. I have checked with our IT team and they said they don't see the original invites going out but they do see the resend.

Sometimes the email address gets added to Atlassian's suppression list. You should open a support ticket with Atlassian to have them check that email address against the Suppression List.
