Can someone explain the difference between Watching, Sharing and @ someone in an issue? Are only public comments shared?

The @ mention is used as a single instance. The recipient will get a notification for that specific comment but not any subsequent updates unless mentioned again.
Sharing is used to send and email to the user and generally this is done for say filter results.
watching is used to add users to the issue so that they are notified for every update in accordance with how notifications are configured.
