What determines how many users I'm billed for?

Hello,

I have Jira on cloud with a few different products. For the whole company, we have 50 users. We also have some add-ons, but we only need a few people to have access to these. I have used the Global Permissions to define the subset of users who need access to the add-ons. Let's say 5. However, when I go to billing, I still see 50 users next to the add-on. 

Is this the correct approach, but the user count won't update until the next billing period?

When you're add an add-on in your site, even only a few users will be able to use this add-on you will be billed by all users in your current site affected by add-on.

It means the following: If you have 50 users billed, but you installed and add-on and only 10 users really needs to use this add-on. You will still be billed by 50 users.

I agreed with what @Fernando Eugênio da Silva stated, add-on user licenses are based on your Jira/JSM envs billed users seats env.

So, if your Jira/JSM is billed for 50 users seats, then your add-on is billed for the same seats allocation regardless if only 5 out of 50 users are using a add-on or not.

This is why we use the need determination of acquiring add-ons for our envs, thus we can conduct the proper add-ons mgmt.

What do you mean by, "need determination of acquiring add-ons for our envs" - what benefit does this give other than access? Seems like cost is the same no matter what

I mean that what is the business justification for the add-on.  For example, if the add-on only provides benefit/critical needs resolution to one specific group of users and not for others, then mgmt needs to decide if it is worth the costs to get the add-on for the env.
