Do you mean that this site is in an entirely different Atlassian Cloud Organization?
Was it created by users using an Atlassian account based on an email managed by the company? And does your company enforce authentication of Atlassian logins to your own identity provider?
If so, can the company re-enable the email account and give the credentials to another users to login as that previous user? Then the user could specify other current company employees and Organization and Product admins for that subscription.

If it is not technically possible to reactivate the accounts, then you will need to contact Atlassian Licensing support to get assistance with adding another current company member as an Organization administrator for that site.

If the user(s) that are the Organization Admins and Billing Contacts for the other site did not use Atlassian accounts based on company Emails when creating the site, you will need to reach out to those individuals directly to ask them to grant access to the site and organization to people who are in the company still.
