My users are attaching images to their tickets but other users that are included in the ticket cannot simply click on the image to view it.
They have to login to the Portal to do this.
Is there a way to allow access to the image attachments from the ticket itself?

When you mean, "other users that are included in the ticket...", do you mean other customers/participants the ticket creator has shared the ticket with?
You could send a notification email with the attachments added to it using a Script Runner post-function. See a similar question for details.
