Hi, we are using Jira Service Management and Jira Cloud both in our organizations. The project I am working on is a JSM project.
I have created a dashboard which has view permissions to everybody in my organization. But for some reason when these users are not able to see any reports in the dashboard.
In Summary, I want the users with Atlassian license but not JSM license to be able to view the JSM project dashboard.

Can you please double-check whether all the users have view permission to Dashboard?
If they are able to see the Dashboard and unable to see the reports/gadgets in the dashboard then you need to check each filter and check whether all users have permission for each filter which are added to the dashboard.

Whatever filters you have created do they have browse project permission for projects ??
if yes then they should be able to see the Dashboard and gadgets.

This one is correct, You are using JQL and fetching the data. But user need to have access to project to view issues.

Yes, So when I provide them a read only access to the project, they are still not able to see any content in the dashboard.
