Hi Kasim,
It says you are on the Free subscription - is that correct? And if so, were you on a Trial subscription for a higher level at some point, like Standard or Premium? How many users do you have? And are they Jira or JSM or both?
I am an administrator but i can not add anyone on the project. I get this error ash 1EKX7UL

Can you provide more information on your ask? When you said users - Are you referring to customers trying to setup his/her account to access the JSM portal? or Agent (one who needs the actual agent license against your JSM site?

Can you provide more information on how users normally access Jira? Do they have local Atlassian accounts or is there an integration to Active Directory?

From Monday 28 Apr 2026. They have been receiving the same message and thought it was a general problem.

Sometimes new users see the message when the user provisioning is taking longer than expected. Typically, the issue should auto resolve in a few hours, since it is longer than that, Atlassian support would have to address the issue.
I have flagged the issue for Atlassian support to provide additional support.
