Under the XYZ organizational setup, there are different Jira sites for different teams, as we are on the Cloud Enterprise plan.
We have created a new Dev Jira site with a 10-user tier plan:

I would like to understand the following for Jira Core/software and Jira Service Management:
1. Can we increase the user tier from 10 to 1000 for Jira Core and from 10 to 200 for JSM?
2. If we increase the tier but continue to use fewer than 10 user licenses, will there be any additional charges, given that we are on the Cloud Enterprise plan?
