I currently have the 7.10.0 version of Jira Software and JIRA Service Desk 3.13.0. Do I need to upgrade to 8.0+ to be able to upgrade the Service Desk to 4.0.1?

In a short answer "yes". Jira Core and Jira Service desk are tightly integrated and they must be updated to versions that are supported by each.
