Unable to view a ticket as admin

unable to open a ticket even if I'm a global admin for the instance 

and permissions helper can't find the ticket when I search it

but the other admins can see it fine. 

 

the only difference is my account says not verified (yes I clicked verify in the email and it did ok) my email address is external to the company email as well (outlook.com)

any idea it's a bit weird?
