Using JSM - I think I have permissions wrong somewhere, but I can't work it out.
When assigning the Reporter as the Customer half my team can only see the internal user accounts, while the other team can see all of these + all the Customers.
I've used permission helper which confirmed they have the Modify Reporter enabled, but does anyone know if there is an additional permission set that is related to the 'Customer' list in the Reporter field?

Are these users you mention assigned a JSM license and have they been granted the role Service Desk Team?
Yes, both groups of staff have access to JSM as Agent and Service Desk Team members
