Hello,
for the past few months, no users in our team are able to create new tickets in our Jira Service Management project (SER).
We can open the "Create" form using the "+" button and fill all required fields, but when clicking "Create", nothing happens — no error message, no feedback, as if the button is unresponsive.
This issue affects multiple users.

Could you please investigate whether this is a permission issue or a system bug?

This forum is asking for questions and discussions. Users in this forum dont have access to your Company Instance and data. So Please try to create a support request with Atlassian at "support.atlassian.com"and they will help you. if you are not site admin then you need to reach out to site admin of the instance to raise support request
Here in community, most of us are Atlassian users like yourself, not (necessarily) employees of Atlassian.
You should reach out to your instance admins, but it seems you don't have create permissions.
We don't have and can't access to your environment.
