Make sure the user has the Assignable User permission in the Permission Scheme for the project.
Hi! Thanks for the help. I tried that but still unable to have it working. Role assigned to the user is Service Desk Team, which I also configured already in Permission Scheme.

In Addition to @John Funk Said, Maku sure that the Assignee Field is present on Screen and User should have JSM application access.
