For our ServiceDesk project I've created an automation rule Transition on comment. But the transition doesn't work ever. It gives the message Action does not exist for current issue status which suggest me that there is no workflow step between the current issue status and the new issue status. But this transition is allowed. See screenshot:

It seems that the workflow doesn't allow the transition to go back to To Do.
To fix that, you need to check the workflow and edit it to allow the transition. When the comment is added it's on a specific status, right? So you need to confirm if from that status it can go to To Do.
Feel free to share a screenshot of the workflow here (if there is no private information) so we can try to use the same to replicate the issue.

When we use Then do this to transition an issue, we need to select the transition and not the status.
In this case, you need to select Reopen and not Todo because Reopen is the transition.
