Transition on Comment Transition not working

Good Morning Jira Community,

My Jira Service Desk automation, Transition on Comment, stopped working randomly.  It will also randomly work and I can't seem to figure out why.  Here are the current rules:

When this Happens:

Comment added

If These Match

Status = Waiting for Customer

User is Customer

Comment is Primary Action

Then do this:

Transition issue to Reply from Customer

It the logs it appears to be failing at the "comment is primary action"

Any thoughts?
