Transition condition

Hi all,

I am attempting to add a condition to a workflow transition from To Do to In Development.  The condition would be that the custom field "Understand Requirements?" value must be "Yes" however it doesn't appear to be working.  It will still allow me to move issue to "In Development" without any value in field.

You should configure it as a Validator instead. You can use Field Required Validator or Regular Expression Check validator for this purpose. Here's an example -
