I work in a function that deals with training budget allocation to its different workers in different divisions. Is there a way JIA can help us to show the training allocation costs and headcount?

What type of Jira are you using? Software? Service Management? Cloud or Data Center?
Your question can only be answered properly with some more information. Do you start off with the budget and then divide it on a set number of people? Or do people get budgets and you need to keep track on the total?
