Ticket Requests are Not Creating Tickets (Emails Flowing OK)

We are sending the email to the support address for ticket creation but the ticket never gets created. We have re-indexed and checked all email settings and everything seems to be in place, This is a standalone on-premise installation 

Jira Version: 11.0.13

OS: Server 2012 R2 6.3

I am having this same issue. Are there any known bugs about this? Or any solutions?
