The users assigned in the Approver field are not receiving email notifications for approval or decline actions. all customer with or without licens should have the ability to approve requests, when the name is add in approver field , may i know the appropriate permission or automation needed ?
senario :
ticket created > add approval (should be anyone in the project ) with or without liecence > send email (approved or decline )

If yes, then check your customers notification settings.
Then check your outgoing mail server.
And finally check if these users have enable the selection to receive notifications for the specific request.
