The user must have a Jira Service Management license and Service Project Agent permission on this pr

I am getting the permission required from the permission helper but the user is a member of both the project's Service Desk Team and has a Service Management license. Is there something else I might be missing?  The helper is reporting that the user is a member of the Service Desk Team project role. He's also had the Service Management license for a year because he works on other projects with it.

I have never had a permission issue like this as I can usually resolve them with the permission helper. Thanks in advance.
