I used JIRA Service Desk cloud for free planning, the question is my JIRA Service Desk template for Next Gen is empty. I'm not sure why its empty because this site is old (started at 2018). I have another site that started on 2020, I have next get project for service desk. I have read many article but seems my problem really odds. Its seems my Jira Service Desk Cloud not updating to the new one. Someone, please help me. Because the next ten project really easy to maintain the request form.
And last but not least, how to upgrade from classic to next-gen project.

You can activate Next-Gen Jira Service Desk - it's still classed as "early access" at this point but it's open to everyone as far as I know:
^ You can create a project straight away, or the templates will now be available for Next-Gen Service Desk via: Create Project > Try Next-Gen > Change Template > Service Desk.

Anyway, how can I change from classic project to next-gen? is that possible? I have read this article https://confluence.atlassian.com/jirasoftwarecloud/migrate-from-an-next-gen-project-to-a-classic-project-957974933.html?_ga=2.158992445.604502429.1596908217-1778820976.1596908217 but I think it only move the issue, my concern is about the issue type (request form) and some others configuration

Yes - there is an indepth set of instructions on this page for Jira Service Desk specifically.
I would consider reading the section entitled "Things to keep in mind if you migrate from classic to next-gen", as there are variances between the two.
