Technical story mapping

We have a large project with circa about 1500 story points. An awful lot of the stories are really technical stories i.e. build a message and send it......At a higher level we have workflows which in effect are a more user friendly breakdown of the functionality. I wanted to map the stories to the workflows but ideally would need to map the workflows to a jira issue type. However there is no intermediate type as we have the Epic and we have the stories.  It is possible to use labels to do the mapping but wondered whether others have faced similar issues and the way they have overcome.

@Jeffrey Croft, Welcome to the Community. I'm a bit lost on your question TBH. I really don't understand the question. But here are a couple point to hopefully move the question forward:

• story points are typically associated w/ development projects which are generally associated w/ Jira SW not JSD but this thread is under JSD
• issuetype are mapped to workflows
• story points are mapped to issues
• i don't see how labels will fit in as a solution here at all but again I don't understand the issue
