We need a way where external customers can book or reserve time slots for phone support.

Is there a way to get this done directly in Jira/Jira Desk/Confluence?

Would be good if a user can choose a date and time to book a support call. Already booked one should be unavailable

You can try our app Raley Bookman - Assets Reservation from JSM Portal. 

Just define your Agents that provide phone support as assets. These can be either Jira work-items or JSM Assets and add another JSM project for reservations.

There is no such functionality out of the box. You would need to look at some sort of add-on to see if it meets your needs. Check the marketplace.
