Stop users from creating their own accounts

New Admin to JSM, we have an organization of ~6K users.

I have claimed the domain, and created atlassian account for all 6K staff in the organization and have an automated process to create any new staff emails.  All of the staff are JSM customers.

I have JSM portal settings as OPEN, but I have checked the option to not allow customers to create their own accounts, in JSM settings.

I am having the IT staff test the portal, as customers, to shake out any bugs, and one of the staff created a separate account with a @yahoo.com domain, which shouldn't happen.  

What am I missing?  I have gone thru all the settings and cannot figure out where it is allowing users to make accounts.

Do you have or are you able to restrict account creations to your specific domain(s)?

You can check that here:

Settings > Jira Apps > Jira Service Management > Customer Access > External > Only allow account creation for customers with a specific email domains
