Stop assigining licenses to users not in two domains

Hi,

We add multiple customers in our Jira Service Management, and some of the users, forget to not add customers with a license, more exact in jira-software-users group.

Can we restrict somehow adding people to this group, or can we add just people just in 2 domains, like aaa.com or bbb.com ?

We have script runner and automation for Jira,
