I've set up a labels field for our customers to use to categorise the bug type they are having. However, I can't figure out any way to set these up so that the customer can only choose from a defined set of labels.
Is this possible? I can see how to create any label as a customer, but I'd rather these were fixed.

No, it is not possible to predefine a set of labels that the customer can use. Labels are free text fields, and you have not control over what the customer can enter. Instead of using a label you may want to consider using a single-select or multi-select field since you can pre-populate those fields.

Absolutely, have a look at Create a custom field.
What you do is go to Administration > Issues > Custom fields. From here you can create a new custom field by selecting the type, give it a name and then associated it with a screen. As part of the set up of a single-select/multi-select field you will also enter the options that should be available.
