There is no separate permission to download attachments.

Users with the permission to view issues (browse projects permission) can also view (and download) the attachments.

The same goes for the fields on an issue. There is no separate permission for individual fields. All fields are viewable when an issue is viewable.

Here is a feature request but it has been closed as won't fix.
