I am not seeing any services suspended under your account. However your account is not a site-admin, nor billing/technical contact on any account either. If you need to adjust something with the billing or invoice from Atlassian, I recommend reaching out via https://support.atlassian.com/contact/#/?inquiry_category=billing_licensing&support_type=customer
In turn this should allow you to create a CA ticket so that our customer advocates can assist you.
