I'm trying to see how on my service desk login screen, how I can add a note, that if you cannot login, to contact the JIRA administrators, where it will bring up a screen for them to submit an email for assistance.
Currently it has a "Don't have an account, sign up here. We do not allow users to do this, we restrict and control via our adminstrators.

If you are using cloud there is no way to change the login page.
Looking at that link, it looks to be help for the software login. I am looking to customize the service desk login for the operations team to submit requests through.
