We have customers that log issues with us via email. What I need to be able to do is to send email notifications to each of the people in the cc and to fields.
From reading here and here it appears that these people should be automatically be added as Request Participants and receive these updates however, only the original reporter receives any emails.
Is there some specific configuration I need to do to turn this on?

The setting in https://<instance-name>.atlassian.net/jira/settings/products/jira-service-management-email-requests needs to be on:
"Agents can always create new accounts. Existing customers can create new accounts based on customer access and project level customer permissions settings"
Then this depends on how the permissions are set on change-global-customer-permissions

We already have that turned on and the settings we have enabled are in the screenshot, so it would seem like all this is enabled, is there anything else we should be looking at?
