The Send Email is related to an add-in in Outlook and the add-on Outlook Email for Jira.

Have you checked with other administrators if they installed any new add-on or any add-in in outlook in the past days?

This is not something automatically added in Jira, so an administrator installed and that's why it shows on the site.
