Is there a way to document a template in JIRA and then on an issue tell JIRA to send "this template" out? I DO NOT want to send it out via a workflow

We support this via our Send Email from Issue function in Notification Assistant for Jira

You could do this with automation. You can either configure the automation to trigger on a specific event, or manually trigger it. You can learn more about automations here.
