Is there a way to vary the contents of the select field based on a chosen Customer Request type? I have tried creating a cascading field, but have not found a way to auto-populate the 1st level of that field so that it displays the correct 2nd level.
Are there any other options to achieve this effect?

You can't achieve this without app. Please try Extension for Jira Service Desk which is created by my team. It contains feature called Dynamic Forms which allows to display fields depending on the previous section. Additionally, this app has a lot of useful features for Jira Service Desk.
