Search bar in page restriction window does not find users

Hello,

I`m facing issue that when I try to add user to restriction in the page, it does not find user I want. 

The search user is for sure active. How can I proceed when it happens?

Try to put in search the whole email address instead of only username. Sometimes it works, if not, I supposed the user in not included in some necessary groups
